Project:  Navy Financial Operations & Transformation Services

The Department of the Navy (DON) has established a Financial Strategy to better understand and transform financial operations to support warfighters and help the DON achieve its mission. The DON has established an aggressive vision for transformation of its financial management (FM) operations into a premier institution and career destination that is aligned with the Department of Defense Financial Management Strategy FY22-26 and the Secretary of the Navy’s strategic guidance.
The vision animating the DON’s Financial Management transformation efforts is that financial operations are executed in modern Enterprise Resource Planning (ERP) systems using standardized business processes with internal controls tested annually based on risk; the DON budget is transparent and executed with fiscal discipline; Senior leaders have access to accurate and timely financial and logistics data, enabling informed decisions; and the FM workforce is inspired, dedicated, and challenged.

IV&V Analyst I
Functional Responsibility: Serves as a junior member of group of analysts who systematically integrate and perform tasks related to Independent Verification & Validation to improve and transform operations and performance. Supports the review, analysis, and evaluation of client needs to create solutions that support overall strategies. Assists in the gathering of information for the preparation and conducting of analyses and studies. Performs other administrative tasks related to planning and coordination. Coordinates with client at the working level.
Relevant Experience: One (1) year of relevant experience. Financial ERP experience.
Minimum Education: Bachelor's (Additional 2 years of relevant experience may substitute for degree
requirement).

IV&V Analyst II
Functional Responsibility: Applies knowledge of Independent Verification & Validation to develop
integrated solutions to resolve technical and business issues. Assists in conducting facilitated sessions with client to define detailed business requirements for solution development. Gathers, analyzes, and documents requirements, business processes, and problems to automate or improve new and/or existing systems; elicits and documents business needs for new solutions. Coordinates with the client at the branch head level.
Relevant Experience: Three (3) years of relevant experience. Financial ERP experience 
Minimum Education: Bachelor's (Additional 2 years of relevant experience may substitute for degree
requirement).

IV&V Analyst III
Functional Responsibility: Uses best practices and knowledge in the field of Independent Verification &
Validation to provide special functional or technical expertise in operations and transformation services.
Performs studies of metrics, performance measurements, requirements, reports, and recommendations.
Interprets results using a variety of advanced qualitative and quantitative techniques. Participates in
translating requirements and use cases during solution design and implementation ensuring there is a clear and concise understanding of requirements. Assists in the formulation and implementation of strategic plans. Assesses proposed solutions for compliance and determines which fit the business need. Provides tutorship to junior analysts. Coordinates with the client at the division director level.
Relevant Experience: Six (6) years of relevant experience. Financial ERP experience 
Minimum Education: Bachelor's (Additional 2 years of relevant experience may substitute for degree
requirement).

IV&V Analyst IV
Functional Responsibility: Serves as a leader in Independent Verification & Validation, ensuring that a
group of professionals are working successfully within the context of complex business environments.
Develops business cases, functional and non-functional requirements, feasibility studies, and scope solutions for new solutions. Comprehends, communicates, and guides interrelationships between requirements and solutions, considering both the current and potential future environment. Identifies gaps and shortcomings in solutions and determines necessary workarounds and/or changes to the solutions proposed. Leads process modeling and translates requirements into design. Highly knowledgeable and greatly skilled at assessing and implementing feasible solutions in compliance with government standards and relevant best practices. Leads solution design. Leads formulation and implementation of strategic plans. Coordinates with the client at the SES-level and above.
Relevant Experience: Nine (9) years of relevant experience. Financial ERP experience 
Minimum Education: Bachelor's (Additional 2 years of relevant experience may substitute for degree
requirement).
