TestPros is seeking an experienced Business Development & Capture Manager to establish customer relationships and win new IT / Cyber Services business within the U.S. Naval Aviation market.

Job Summary

This position at TestPros is key in the development, coordination, and implementation of strategies to support the expansion of TestPros IT services including our Cyber Security services and Test and Evaluation services market. Reporting directly to the President, the Navy IT Business Developer will be a key player within the company. The successful candidate for this position will bring a solid background in IT and cybersecurity along with 3 or more years of experience in selling IT services to the U.S. Navy and helping to write technical proposals. This position will also be a trusted advisor regarding company strategy, thought leadership, and instrumental in establishing and implementing TestPros’ strategy in Federal business, with a focus on creating revenue-generating client solutions, securing business, growing the business, leveraging technology, and innovation.

Responsibilities

  • Use your network and relationships to develop IT Services business opportunities within the U.S. Navy (via Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) RAPID MAC, Navy Seaport NxG, and other contract vehicles).
  • Develop strategic teaming relationships within the Navy IT contracting community.
  • Apply IT Technical knowledge to contribute to proposal writing and technical solutioning.
  • Advise the President on business growth strategies and initiatives at the differentiation of services and delivery, enhanced margins, increased competitiveness, and industry thought leadership.
  • Drive growth – In collaboration with executive leadership; must focus and deliver a strong YoY new business growth.
  • Analyze multiple types of financial and market data, determine, verify, and validate the rationale behind the business pursuit of opportunities.

Required Skill and Experience

The ideal candidate for the Federal Information Technology (IT) Business Developer position will have holistic knowledge around the U.S. Navy IT market and how it operates. They will have a background in developing and executing business development strategies and experience increasing an organization’s presence within the federal market. S/he will be capable of developing key relationships with the relevant stakeholders within industry. Additionally, s/he will possess an understanding of IT and Mission Solutions business and the ability to evaluate the organization’s resources and how it relates to potential opportunities. S/he will be an intelligent, articulate, and proven leader who will play the role of counsel and complement the leadership team with full knowledge of the federal bid/proposal process.

  • 7+ years of progressive industry experience in growing and operating programs in high-end IT, Cyber, and Testing solutions/services with at least 5 years of work in a small Federal Contractor business.
  • Solid background and experience in the Federal Information Technology industry, having worked as a technology practitioner.
  • 5 or more years of experience participating in proposal development and business development activities - including writing technical solutions to Federal IT RFP's/RFI's.
  • Credibility with external constituents; the candidate should have a developed network of relevant contacts and industry partners within the Navy, DoD, and other federal communities.
  • Current or very recent active Membership and participation in The Patuxent Partnership.
  • Experience in developing strategic plans at the enterprise, horizontal and vertical levels.
  • Understanding of how strategy and solutions fit into organizations holistic customer experience, ability to see “bigger picture”, influence and execute accordingly.
  • Acumen on direct and indirect cost, federal regulations, pricing, competitive analysis.
  • Experience in systems integration, product sales, enterprise and IT, cloud solutions design, and sales.
  • Experience driving organic and new business growth, including serving as the lead executive on new business pursuits.
  • Ability to motivate teams to perform exceptionally over long stretches of time and in challenging situations.
  • Rigorous operational and capture practices with a history of achieving plans.
  • Formal training and/or professional certifications in cyber security, testing, IT, and/or proposal writing are highly desired.
