Job Summary

TestPros is seeking an IV&V analyst to provide Independent Verification and Validation (IV&V) for the Lead Agency New Mexico State Land Office (NMSLO). Lease User Experience (LUX) Initiation and Planning project for the New Mexico State land office. The engagement is compliance only; no services such as testing are needed.
The Commissioner of Public Lands, as the elected chief executive of the New Mexico State Land Office (NMSLO), manages approximately nine million acres of surface and 13 million acres of mineral estate throughout the State of New Mexico. State trust lands are working lands set aside by Congress to generate money in support of key public institutions, such as schools, universities and hospitals, and are administered in a manner that fosters their health and productivity. 
State Land Office operations and other expenditures are fully paid through a small portion of the revenue it generates each year and do not rely on General Funds. NMSLO earnings for FY23 exceeded $2.7 billion. With land in all of the state’s 33 counties, the State Land Office faces significant challenges with respect to adequately overseeing the myriad of leasing activities occurring on state trust lands, including renewable energy, oil and gas, agriculture, and other commercial endeavors.
This project will enable the NMSLO to improve lease data quality and help standardize lease processing across the leasing divisions

Position: Part-time (10-20 hours a week)

Responsibilities and Duties

The candidate duties will include, but are not limited to, the following tasks:  

 Ability to gather, interpret, and apply leading industry and Government practice to support review of operations 

  • Participate review and assessment throughout the PMO with primary focus on the following areas 
    • Communications Management 
    • Configuration Management 
    • Integration Management 
    • Data Oversight and Planning 
    • Cutover Management 
    • Testing and Validation 
  • Correctly interpret and consistently follow the Program’s defined policies, processes, and procedures. 
  • Identify and documentation and review requirements based upon customer specifications. 
  • Develop automated and manual procedures based upon derived requirements.  
  • Develop technical documentation detailing test requirements, test design parameters, test procedures, test plans, test result logs, test reports, and defect reports.  
  • Ensure documentation is well written, accurate, complete, and thorough. 
  • Communicate effectively in written and verbal form. 
  • Provide input to scheduling of test–related activities. 
  • Ensure the maintenance of test assets and documentation

Required Qualifications and Skills

  • Minimum 4 years’ experience performing Independent Verification and Validation (IV&V) with state or federal clients, or equivalent
  • Minimum 4 years’ experience as a primary Project Manager managing complex IT projects
  • Current Project Management Professional (PMP) certification strongly preferred
  • Knowledge of and familiarity with IV&V requirements and with industry standards for IEEE, CMMI and PMBOK
  • Superb oral and written communication skills, organizational, interpersonal, and analytic capabilities
  • Team player who effectively works well with clients and colleagues at all levels

Desired Qualifications and Skills

It is desirable that the candidate has the following qualifications: 

  •  Experience with Agile methodology is preferred
